well "all the evidence" points to the fact that i cut off the motherboard connector, and that's it.

If you have ANY idea of how i could have possibly damaged it please elaborate

I agree, cutting the plug off should not damage it. But something's definitely up.
The brief 'fan on' then off again points to an overload or short circuit somewhere. But you're 110% sure it's clear. How does it sound during the brief on time? does it squeal? That also would suggest a short.
Is it possible you dropped something inside it?
Do you have the means to measure the output for the brief period it's on? Try to measure the 5V and the 12V before it shuts off. They should be there.

    It's a weird one...

No squealing whatsoever. Actually it's practically dead silent.

    Didn't drop anything inside it.

Yeah i have the means to measure the output.

Untie ALL the wires of the motherboard connector and make sure there is no touching ( don't lose the the green and black wire ) what so ever going on, than plug something into a molex connector than plug in the power supply than connect the green and black. If it still does not work than try connecting the green wire to another black wire and see if that does not work.

IF ALL OF THIS DOES NOT WORK THAN...
It has to be that god looked from the heavens at your little psu and said " I shalt not let you spark life EVER AGAIN !!! ". At which that point I would get some black clothing, a little bouquet of some sort, and a plexi grave stone say "D.O.A." just to have funeral for the dead psu.
(IF that was sacareligious than im sorry, but even god has humor, just look at the platypus. No disrespect to the platypus, either. - "Dogma")

1.) the smell. It's infamous. If you've never smelt a burnt power supply, just wait. When you smell it, you will know.
Yup. You'll know. I'd describe it as the scent of wet hairdryer*100.
