A cooler can only get the temprature as low as ambient temperature of the room. If your room is 25 degrees, you won't ever get to 20 degrees.

Cheap water cooling is normally as good as an expensive heatsink cooler.

I'm still not sure why you are going for big overclocks. You say to increase performance, but for what exactly do you need the extra performance if you don't have games?

just the sake of overclocking, i like holding records, and so far 4ghz hasnt been reached on the forum im at. which will give me major rep but i cant do it without better cooling.and plus the fan on my cpu cooler is broken cuz i dropped something in it accidentally and a blade flew off

If you wanna hit 4Ghz, you need to spend some bigger bucks on water cooling. Don't try and skimping on some cheap **** cooler.
So basically, you are trying to overclock big to impress some forum? Lame...
I wouldn't risk my computer just for that.

uhm no not just for that, i just enjoy overclocking, and it isnt risking your components if you have adequate cooling, which is why i asked if thermoelectric or water is better, been thinking on the silver knight

The Silver Knight looks cool, but doesn't cool...
I'm assuming you mean the ASUS cooler here. Don't waste your money.
