    Default 680W PSU, X1950 PRO, I don't think it's powerful enough.

A new member and friend of mine, Jonny Axehandle, has been describing his build to me. It all sounds good, except his PSU might not be enough. His 12-volt rail puts out 21 amps. The card uses a recommended 38 amps.

Will his PSU be enough for now, until he can get one with 38+A?

I also found a power supply with 3 12-volt rails, 19A each. Now, if you use a PCI-E connector from two of the rails, will the amperage combine to give him the recommended 38 amps he needs for the X1950?

The important thing to look at is the combined Amperage on the 12V rails. Make sure that when you check it, they say that is actually how much it puts out. Some PSUs just say stuff like 21 for each rail but that might be how much they state the max each rail can put out. Though I believe they put out much more.

How about telling us what PSU he will be using exactly?
