If you're not using it with an ATX motherboard, why not just get an AT power supply instead and use that?
Somehow in my short memory span I forgot that you are not using it with a mobo. You may try separating the green and black and crossing them to power it on just to see if it makes a diff, although I don't think it will. Not sure dude.yes they're perm connected.
But then why did it stay on when it was perm. connected to the ATX?

I think drece just nailed it.. give it a shot and see what happens.
Some PSUs require a minimum load, but I have powered up ATX ones with the green-black thing and they stayed on for me.
