Trying to use my new computer for the first time

I don't even have Windows installed yet. I put it in the disc drive and startup and then after everything loads it goes to this

Reboot and select proper boot device
Or insert boot media into selected device and press a key.

Something I need to configure in the BIOS? Or perhaps something connected wrong. The disc drives are plugged into the blue port labeled PRI_IDE (I assume primary IDE, and I assume it's for the HDD. It's the only one the cable for the drives would reach, and my HDD is SATA). I was pretty sure I did everything in the BIOS.

When you turn on your PC, do you see activity lights blinking on your optical drive? If the IDE cable is old, is it plugged in backwards? Have you tried unplugging all peripheral devices? And why can't your reach your optical drives to your secondary IDE header? Generally your primary is right next to your secondary...

As far as plugging your optical drives into your primary IDE with a SATA hdd, I'm not really sure as I've never used SATA devices. Sorry I couldn't be any more help.

press a key? sometimes the most simple and obvious things go untoticed. IDE cables shouldn't matter what they are for they should all plug in i believe. well except floppy cables. does the drive light blink? can you hear or feel it spinning?

Well I plugged it into the other one, and it works now, though I get two errors when i boot, but I can fix that in the BIOS.

Your BIOS is probably set to boot from the hard drive first. Go in and under the "Advanced Options" (or something along those lines) and change the first boot device to CD/DVD and second to Hard Drive. You can go back in later and change it back to hard drive fist if you want.\
