Normally, yes. However, despite Glasgow being the same latitude as Moscow, we get very little bad weather. One reason for this is the North Atlantic Current, which keeps temperatures here pretty stable between -5 and +5 Celcius during the winter. This doesn't stop it snowing in Scotland though. The thing about Glasgow, and Glasgow in particular, is that the surrounding terrain of the Clyde Valley protects us from violent storms. So, we don't get excessively high winds, snow storms, and other such violent weather very often. There are rare exceptions, such as the Snow storms that buffeted the country last week.

However, Glasgow City got maybe less than an inch of snow. Where I live on the outskirts, we were looking at 3 inches of snow. The rest of the country was struggling with snow measured in feet in a snow storm so large that yes, there's even a wikipedia article about it.
