Try right clicking on the task bar, and see if there's an "always on top" option. If so, disable it.

Nope, I am not seeing that. However I have done some googling and it seems as though there is nothing I can do about it. I will probably get used to it in time.

Yeah, but still I am very impressed with the OS thus far. It is quite awesome.
In XP you right click the task bar and go to properties. Under taskbar appearance uncheck "keep taskbar on top of other windows".
*edit: Nope not the same in Win7. You can right click and go to properties, then check "Auto-hide the taskbar", that would let a window be full screen.
