Oh, those. Well, really your V+ and V- can be at any arbitrary voltage (as long as the reference ground for the opamp is equal to (V+ - V-)/2 so if globally V- is at 0v and V+ is at 16v then "ground" for the opamp needs to be at 8v.) your ground needs to be in between V+ and V-. So what you have there looks like it should work, that simple voltage divider should get ground in between V+ and V-.

I really have no answers to your questions or anything of the such... cause i'm not really much good with circuitry and all...
But i had a really good idea!
for the top of the table, instead of a clear glass top, how bout mirror acrylic? a reflective surface, and when lit up, the LEDs shine through the mirror
Just a little something that occurred to me and i thought it'd be cool

I'd second the mirrored idea. or possibly some thing diffused to hide the circuitry and direct lighting.
