    virgin media now are using a capping policy where by you only have a cap during peak times, if you go over this cap then your speed is reduced until the capped time ends,

    I think this is alot fairer than other ISP's where they cut you off completly or charge you per MB/GB

    Thats a bandwidth cap and not net neutrality. Bandwidth caps are crucial for companies to prosper where as neutrallity favors one site over another becuase they pay dividends.
