Whats with the new intel HSF's?

I just recieved my new Q9300 processor today and i was a little shocked when i first seen the new design of the heatsink. This thing looks like a U1 server HSF.

I thought it might be because the new 45nm proc's generate less heat but while talking with Lucas, his E8400 has the older (thicker) style HSF. If this HSF is enough to cool this processor, I imagine i'll be able to overclock this processor pretty high with my WC setup.

my celeron cpu came with the one on the left, but it only puts out like 65 watts of heat, was nothing.

I've heard that they even overclock well with stock cooling, although I'm not quite sure about Intel's new HSFs. Looks a little small to me. They must be pretty convinced that it's not going to overheat.

I wouldn't overclock it too much. That little HSF will keep it within the thermal specs, however it's not going to be that cold. Personally I prefer the AMD stock HSFs (if you've seen one, you'd understand).

I have and do crenn. I'm going to be watercooling this with a D-Tek Fusion and a 360 rad. I'm glad im not using the stock HSF.

My E8400 came with the small version of the HSF, but I see yours has a copper core, the one I got wat all aluminum. Fortunately I could get my hands on an 'old style' HSF, meaning I got a copper core and a bigger heatsink (the on the right of the picture)
