if you use this tutorial with colored plexi you should achieve a super bright colored neon tube
its nice and bright (if you need that much light in a case) but it asumes you have an old trashed scanner on hand.
I think a CCL kit would be cheaper and easier to install plus you won't have that exposed transformer thta you have to deal with lying in your case.
i see another problem.. i've played with scanners.. they don't keep the light one 24/7.. and i'm not sure you should do that either..

oh yeah! it's nice.. i'm not saying i wouldn't do it >:) if i had a scanner lying around and no use for it.. but i would probably use it differently.. like a strobe light.. use pulses instead of a continuous 12v input.. maybe merge the blinking leds with the powerfull light ;)
i found a scanner bulb from a cannon LiDE scanner its a plain wite light but when you move it quickly it will flash red green and blue so im think painting your computer with polerised dust particals =D

some scanners are using LEDs for light now.
If the transformer/inverter is small enough, you can seal it inside some really big heat shrink tubing, or find some plastic box to house it in so you won't worry about the HV getting to the rest of the computer.
