Alright, i originally replied knowing not even what goes into a water cooling system and asking for someone to do the research for me, but know i think i know what i want and was wondering if you guys thought this would be a good silent set up.

it looks good, but i wouldnt bother with the bay reservoirs. just put a T line before the pump inlet and have fillport setup. i dont know about the fanless psu, they are said to get hot and increase the amb temp in the case. I would go with an ocz psu, they are top quality and close to dead silent

looks good...i would also go with the ocz ps. i am running one now and its super quiet, and pretty cool running. the only thing i would suggest it some kind of shroud for the rad. you can either spring for a pre-made one, or just grab two crappy 120mm fans and gut the fan blades and caging out of them and use them as shoruds.
and ditch the res...waste of space, and its easier to fill and bleed with the t-line fitting.

if you notice on the guys site, the rad installs into 2 5.25" slots, so the whole setup will be internal.

if you have a big enough case i guess you wont have problems with an internal setup. just make sure ure not circulating the hot air inside :)
