can anybody suggest me good usb dvd writer for mini laptop...

probably just about any of them will do fine.

or you could always just get a 5.25" usb enclosure and your favorite brand of dvd writer to put in it.

Ya either way you go it shouldn't be more than like $40.

You could go even cheaper and use a normal DVD burner and hook it up via a USB to SATA/IDE converter like this one (http://www.newegg.com/Product/Product.aspx?Item=N82E16812156102&cm_re=USB_to_SATA-_-12-156-102-_-Product). Thats if you only need this to install a new OS or something.
